get_comment_date() ignores timezone settings

My timezone settings are UTC+2 but when I try following code, I always get UTC time.

get_comment_date('d.m.Y, H:i', $comment->comment_ID );

So I guess, that this function doesn't work correctly. With get_comment_time() everything works fine.

Can you reproduce this on a clean install? I have UTC+4 timezone in General Settings, and the same get_comment_date() call returns the correct time.

Taking #20215 into account, this might be a plugin or theme issue as well.
