Add help text for search usage in Multisite User browsing

Description

Search on the Network Users page defaults to wildcards disabled by default. This may not be expected functionality by a lot of end users, so I think some notes on how to use search should help.

I think this, #25697, and #22367 have all been invalidated by #32913. I'll test.
