I think this is something that should be plugin material. Changing images seems something we WordPress should be by default

It does seem like a good plugin but, I think it should stay in a plugin. +1 to close.

It depends on the image really. We shouldn't try to auto fix images that aren't broken. Also that image on Mark's site isn't that blurry at all.
Moving to Gmagick or Imagick seems a better thing to do. They resize better.
