Description
Currently, all Media related screens, including the 'Add media' button on the edit-post page, are only shown when a user has the 'upload_files' capability.
This means that eg. a contributor can't insert an already existing image in a post.
An additional 'use_files' capability could allow readonly access to files (and attachments) while blocking the upload capability.
Alternatively, maybe the check for 'readonly access' can be done using an existing capability?
This request might be similar to #19834 or #19817 but not quite...
