Customizer: dropdown arrow in Header Image shouldn't flip to point up

Similar to the section headers we changed earlier today, the dropdown menu in the Header Image section flips to an up arrow when the menu is exposed. It should just stay a downward facing arrow.

20843.diff would be the easy fix. Wondering if there should been an on/open state differentiation like we're also looking to do for the section headers.

The dropdown only contains the selected image, so there's not really anything to highlight, nor any need to.
