Description

the placeholder does not appear and the option to drag the opened widget is not possible, to fix this: to auto-close the widget before drag event (sortable) or add option to accept opened widgets

not sure if it's duplicate, my ticket is for an opened widget can't be moved to an other widget area,
in wp 3.8, if you try to do so the widget will close before the drag/move (so this maybe was done in #25952).

Doesn't sound like a duplicate of #25952 to me.

I could not reproduce the issue in 3.4 (the original reported version) or 3.8 neither in Chrome 31 nor in Firefox 26.
