Add a link to Twenty Eleven Theme Options from the Admin Bar appearance menu

Description

To make theme setup and tweaking as smooth as possible, users should have a direct link to the Theme Options panel from the front end of their sites instead of having to go back through the Admin themes page to find it.

This would go hand in hand with #20575 (where I also borrowed most of this text, thx sabreuse).

I vote not to do this, the Theme Options will be going into the Customizer more often than not in new themes, so we don't need a link to both.
