Changes between Initial Version and Version 1 of Ticket #21368, comment 18

1	1	[attachment:21368.7.diff] changes the cap check for the "change your theme" link to be a little more thorough (tested with various users and theme numbers in multisite) and does a good bit of CSS cleanup. Also, a thought about the change theme pointer - seems to me it might make sense to name it install theme instead, since that's where it really points.

	3	Edit: Darn. Forgot to take the media query block out of one of the colors CSS files. Next iteration should remove that, please. :)
