Header Image option disappeared from customizer

Description

When running (3.5-alpha-21429) and the bundled version of Twenty Twelve theme, the Header Image option doesn't appear in the theme customizer. When using the same theme files on 3.4.1 stable, the Header Option appears as expected. When using the same trunk build, the Header Image menu does appear in the customizer for Twenty Ten and Twenty Eleven. I tested this in two different environments on remote hosts with equal results. Stable build and 0.7 theme has the menu available, then upgrade core to 21429 and the menu disappears.
