Yeap! this should be in the core I think. One plugin is paid and another is not updated for 2 years! Checking the other one...

Sounds like plugin material to me. Last time I checked, "Networks for WordPress" was working fine.

IMO, a solid UI for multiple networks in core would be fantastic. However, as stated in related tickets (see #16900), this is rarely used functionality best left to a plugin.

Efforts at this point are probably best spent improving one of those plugins.
