Description

  1. Install a localized package.
  2. Create a network.
  3. Go to Network Admin → Settings.
  4. Default Language is English, regardless of WPLANG value in wp-config.php.

This can lead to a confusion when the UI unexpectedly changes to English after saving unrelated network settings.
