More context: We are trying to make WP Core less reliant on external services, not more. Example: #16020
(When closing a ticket, it would be nice to either explain the reasoning or link to a place where that's already been done.)

When opening a ticket, it would be nice to include more then 5 words and a link.

- Status changed from closed to reopened
Pros:
- Captcha - less spam
- Less work for Akismet
- Less spam/fake users... (when giving the right to anyone to register you can get hundreds of fake registered users, from China IP's :D )
- No more automated sign-ins, when log in to show captcha
Cons:
- Less comments
- Ruin the design
- Recaptcha gives horrible words, using an alternative would be better
So you see that more pros than cons, please I want another opinion...

Install a plugin. Most people hate captchas for good reasons.

There are smarter ways to fight spam than CAPTCHAs, like Cookies for Comments.
Not all sites even have comments enabled, so they'll have no use for reCAPTCHA in core.
No, it's plugin material.
