Why are permalinks = Post Name not on by default?

Description
Now that "Post Name" is known to be the most efficient and the most effective permalink method, should it not be the one that is on by default? This would of course mean adding to the install script, and providing some sort of fallback to the original "default" method if htaccess is unwritable, but should be something that is at least attempted by the wizard.
I mention this because as I'm writing this simple "8 steps to installing WordPress" slide, I realize that Step 9 must be "go to Settings > Permalinks and turn Post name on". Everytime. So let's just make it default behaviour.

Okay, but I wasn't really referring to SEO. I was under the impression rewriting by Post Name was the "recommended" setting, ever since Otto's fix in 3.3

It's no longer "not recommended," but I wouldn't say it is the preferred default. If we did default rewriting (#6481), /year/month/day/name/ would probably be the default.
Perhaps in some SEO circles, but definately not the most efficient in terms of performance and least permalinks clashes.
That being said, and it's not really to debate it.. but, We've already got a ticket for url-rewriting by default: #6481
