There's a lot of options, descriptions, directions, etc on that page — much of which is probably unavoidable. When I visit it, I always think that the hierarchy isn't quite right. To help with this, I thought of two half-measures. 1. A very simple solution: Put the ""Allow people to post comments on new posts"" at the top of the options list, with a little space below it. That would make that option the most prominent on the page, without making it stand out too much.
