Accessibility mode for the Nav Menus screen

Description
The Nav Menus screen doesn't have an accessibility mode like the Widgets screen does.
It does however have complete fallback for users without JavaScript. This means the server-side functionality for adding, editing, removing and reordering menus and menu items is already in place.
We just need to add an accessibility mode which exposes the same controls that users without JavaScript see.
