Description
When a plugin hasn't been updated in over 2 years, it gets the "this is outdated" message on WP.org and it no longer shows up in plugin search results from the Dashboard.
But if the plugin is marked as "Works" for the current version - even though it hasn't been updated in 2 years - we should make it so it shows up in search results.

Based on discussion in irc, we're shelving this idea. Additional improvements to search in the future may make it irrelevant, and it's a bit too complex for the benefits involved.
If a plugin author wants it listed, then they can update the Compatibility field in the readme once every couple years.
