Trouble with winter time

Description

When u select Moscow as the time zone, u have wrong time in your blog. Medvedev cancelled transition to winter time in Russia in February, 2011. So, if i select Moskow, i get time 01:00:00, but real time in this city is 02:00:00. Need remove transition to winter time in all Russia.

Timezone transitions are not dictated by WordPress; they're built into PHP.

So, you have to either update your version of PHP, or use http://pecl.php.net/package/timezonedb

Better to update to the lastest version of PHP but some hosting services does not offer such option for shared hosting...
I don't see any advantages of changing the time zone 2 times a year. I think Medveded did a right thing.

A simple workaround is to select a manual offset, UTC+4 for Moscow time.
