Add top Save Settings button for MU Site settings

Description

It's quite a long list, and it'd be awesome to have a button at the top to use, as well as at the bottom, so that one doesn't have to scroll all the way down just to save.

This would be a nice feature. Trivial enhancement but I think it makes sense.

Other instances of this across? Or maybe somewhere else we could implement this standard as well?
