Description
Hello.
I'm running Win7 64bit with Firefox 19.0. When I log in my wordpress site admin panel an orange box pops up saying I should update my browser.
The operating system and the browser are completely updated.

Do you have web development add-on or other extension modifying your user agent string?
That string pretty clearly corresponds to Firefox 10.

Closing as worksforme. OP's user agent must have been affected by an add-on.
Firefox 23 (latest version) clearly contains "Firefox 23.0" in its user agent and does not trigger the browser update message in core.
