Untranslatable strings in Twenty Thirteen (3.6 beta 1)

Basically, the same thing as #20952, but regarding Twenty Thirteen.

We should fix this in #13651 rather than finding another theme solution. We tried that for Twenty Ten already.

Bummer that it's being brought up so late in the process. :(

+1 for a core solution that will help all themes. Could be early 3.7.
