Description

We can safely remove the toolbar callback in twentythirteen_setup(). The benefits of not having the extra style declaration probably don't outweigh having to remove it in the first place.

Patch looks good, tests well.

Only change I'm going to make is remove mention of "admin bar" in the PHPDoc comment, above.
