Something is wrong with nav-menus.php
I am translating WP 3.6 using SVN files: ​http://svn.automattic.com/wordpress-i18n/pot/trunk/

Strings are translated in my .po file but /wp-admin/nav-menus.php stays english.

It seems other people face the same problem:
