Component RTL → Bundled Theme

RTL component is for core. Bundled theme tickets should be kept under Bundled Theme.

Twenty Thirteen: first pass to add RTL for editor styles, see #24298. Props obenland for starter patch. Adds table of contents to this file and fixes spelling in style.css ToC.

This needs a refresh, updating based on the latest changes to editor-style.css, see #24308.

Once RTL is refreshed we can close both tickets.
