Twenty Thirteen: Version should be 1.0

Since we reference @since Twenty Thirteen 1.0 in all of the file headers, we should probably change the style.css version from 0.1 to 1.0. Patch attached.

I was under the impression this was usually done by whom ever does the release.

Obenland is correct: when 3.6 goes stable we'll bump Twenty Thirteen to 1.0 and submit it to the WP.org themes directory.
