Add FTP_PASV as a WordPress Constant

Description

Please consider adding an FTP_PASV WordPress constant to enable or disable Passive FTP mode. Some FTP hosts do not allow Passive FTP mode, so WordPress sites hosted on such servers are unable to receive automatic updates.

The best way would for this to be auto-detectable, however, given the small number of hosts that require this, a filter or constant is probably good enough.

Since WordPress uses PemFTP as the base FTP class, it looks like any changes would have to be made upstream.
