blockUI requires jQuery v1.2.3 or later! You are using v1.10.1
Fresh Install of WP 3.6-beta4-24523 produces following error when using admin interface with Download Monitor Version 1.0.0 | By Mike Jolley activated.

Try the latest version of the plugin. Download Monitor 1.0.1 uses an updated version of blockUI.

To be technical, it's version 10 of the 1.x branch, not version 1. so we meet requirements.
