utf-8 encoding error for titles provided in rss scripts

I recently imported some items from my blog using the Magpie rss packgage. Whereas all the apostrophes were correctly encoded in UTF-8 in the RSS xml description fields as ’, they are not encoded in the <item><title> field where my title contained an apostrophe, which means that when Magpie translates the page to iso-8559-1 as output, it get munged as a '?'. This behavior occurs in both the RSS2 package, and RSS .02 package, but not the atom output.
Also, when I get rss with a section attribute, rss .92 is automatically invoked, whereas normally Rss2 is used.

Anybody have anything against cdata blocks in those XML elements?
