Should add_query_arg() be XHTML valid?

Description

I'm using add_query_arg() in my template and I noticed that it doesn't create valid XHTML. My question is can anyone think of any reason why add_query_arg()'s output shouldn't be made valid (i.e. replace & with & and such) or does some function rely on it being raw?
