This caused by, not using "suggest.js".

Reviewing this but perhaps this is this an issue for Quick Press only and not applicable for Quick Draft?

Only that there is no tag field for Quick Draft in trunk compared to, Quick Press in (for example) 3.7.1

No longer valid, because there is no tag field on the Dashboard anymore.
