WYSIWYG editor removes target attribute

Description

Any target attributes added to anchors using the WYSIWYG editor are removed so the links no longer open in another window.

AFAICT the error does not happen if you enter a new post using the XMLRPC interface adn then edit it although the editor does modify the attribute order of the tag.

This worked fine for me in both 2.0.4 beta and 2.1 branch. Can someone else please confirm that it works for them then perhaps resolve this bug as worksforme.
