All plugins/themes get Active styling on Updates screen

Helen brought up that all plugins receive the active styling on the Updates page: ​https://cloudup.com/cIjOUnAGXV7

It appears that we force the active class there, this is most likely due to the active/inactive styling mostly being inverse from 3.7.

It seems like we should drop the active styling from this page altogether for now.
