Colour Contrast Issues in Dashboard

There are a number of instances of insufficient colour contrast in the admin dashboard screen. The ones spotted so far are:

• Recently published date in Activity box
• 'From and 'on' text in Comments part of Activity box
• The numbers of Pending, Spam, etc comments in the Activity box
• Placeholder text in Quick Draft input fields
• Dates of any drafts stored
• Date and excerpt text in WordPress News box
• 'Popular plugins' text in WordPress News section

I believe we're using # 777 consistently as the color for secondary-level text across most of the admin, but the components affected by DASH use # 999. I think it makes sense just to bump those dashboard colors down to # 777 to match.

26162.diff swaps out instances of # bbb and # 999 in the dashboard for # 777. Additionally, I've bumped up the dashboard h4s to # 222 for increased visual hierarchy.
