Add new category from post edit has no spacing.

Description

On the post edit screen, if you click 'add new category' from the category meta box, the input and select elements that are shown have no spacing. This is only an issue when this is in the side area.

This issue was also present in 3.7

Also, when the category box is in the normal sortables area, the input and select fields are not correctly aligned.
