In 26592:

Ensure that theme customizer buttons don't overlap on small screens; allow small-screen theme popup to use the full height of the viewport since the adminmenu is no longer fixed; ensure that buttons in the theme customizer wrap as efficiently as they can on mobile. Fixes #26361, props mattheu, iammattthomas.

As I was adding the theme-header next/back/close hover states to the color schemes, I noticed that the Gruntfile hadn't been updated to reflect the change in path from /wp-admin/css/color-schemes/ to /wp-admin/css/colors/, so colors schemes weren't getting generated correctly. That fix was included in r26592.
