Description

Going back to our efforts with #24976 (develop.svn.wp.org), I've built a new Travis CI configuration that works with the new repo.

We still don't have an official GitHub mirror of this new repo yet, however, I have tested this with my own git-svn mirror (or more specifically, my travis-specific copy), and it should work smoothly when an official mirror is in place.

Of course, if this is merged now, I can still just enable Travis CI on my mirror, and we can track failures there for now too.
