New Admin Style: Choppy collapse/uncollapse menu behavior

Description

The collapse and uncollapse behavior in the admin area seems to much less smooth than in 3.7.1.

This short screen capture is an attempt to show what I mean. It's almost like things happen out of order when the new sizes and positions are being drawn. The behavior of the menu text on uncollapse is more noticeable than collapse, but the way the highlight and arrow are drawn on collapse is less than perfect.

This would help... OSX Mavericks, Chrome 31.0.1650.57 and Safari show the issue.

In 26637:

Remove unneeded transition styles on adminmenu links that make the transition between expanded and collapsed menubars choppy in Safari and Chrome. Fixes #26406.
