Wordpress Crash When I Change Permalink Option

Description

I was trying to change permalink option in my virtual environment with uniserver and wordpress 3.8 and nightly update of 12/7/2013. As I have changed that option, Wordpress crashed and after that I am getting this message.

Forbidden
You don't have permission to access /wp-login.php on this server.

I have then recreated database and reinstalled wordpress, But still the same error. Am I missing something or that's a bug?, As its not happening in other versions.

I added Options +Followsymlinks to .htaccess file and problem resolved. But can anyone say why default option is breaking all the links?
