iOS6,7 WordPress Admin Media Block UI Unable to Scroll

Description
I am using iPad, iPhone iOS6, and 7.
I would like to scroll the media block UI content (highlight scroll), but it keep scroll the background content (background scroll). Is this able to fix it?
This problem happen since WP version 3.6, and I tested version 3.8 still got this problem.
The below print screen is run under iPad iOS 7,

- Component changed from Appearance to Media
That looks like an old (pre-3.5) media window. As far as I know, it can only be re-enabled with a plugin.

How can I use the latest media pop up, "the drag and drop" version? for this?

The new media window is used by default since WordPress 3.5.
Could you check if the issue still exists with all plugins disabled and a default theme (Twenty Fourteen or Twenty Thirteen) activated?

This issue was happen when I use with third-party theme. Thank for the clarify. I was asking the developer update the media window. So that it is mobile support.
