Drop date and time options from General Settings

In the interest of simplifying the admin area, I'd like to suggest that these crufty settings get hidden unless a plugin enables them.

I believe filters are in place for localizations to occur automatically, and I can't see any good reason (apart, perhaps, from when a theme is so poorly written that layout carnage occurs when they're improperly set).

Very vaguely related, then… I was thinking of the Date Format, Time Format, and Week Starts On fields, rather than the TZ picker. :-)

It would have helped to be more specific about which fields exactly in the description, then - I also came to check on this ticket thinking that you were including the timezone setting.

Meh, I used to be a trac admin back in the years, but someone seems to have reset the perms or something, so can't edit tickets any longer. ;-)

I am not sure relying on defaults for these is adequate. In analogue to "country flag is not language" — "locale is not date format". There can be many scenarios when date format from locale is a poor fit, for many reasons ranging from purpose of the site to personal preference of the site owner.

It would be one thing to discuss including these in initial design, but given the very long and established history of these settings I don't think it's realistic to drop them.
