500 Server Error from Load Styles

When I log into the backend I get a 500 error from /wp-admin/load-styles.php and there appears to be a sever lack of CSS.

Steps to reproduce, login to the backend.

What I've done so far:

1. Deactivated CloudFlare (because a bad cache isn't good)
2. Deactivated all Plugins (because maybe they are bad)
3. Activated the default theme (because maybe its the theme)
4. Removed all my custom rules in the .htaccess (because maybe I blocked something on accident)

Result... nothing

I have restored my site from backup so everything has been reactivated. But I love find the bug. As a child it was one of my favorite games. Though I must admit that usually I would find that I had lost the bug because I had inadvertently stepped on it and it was stuck to the bottom of my shoe.

The issue was introduced in [27228], which was reverted in [27232]. We're working on a better fix in #27175.
