Whether to defer to class-level docblocks instead of all files having a file header has not been decided. On the one hand, yes it seems like duplication, however the blocks serve different purposes.
I've added this to the agenda for tomorrow's inline docs chat at 19:00 UTC in #wordpress-sfd
