I think that is good idea to have an import wizard to export content to Drupal or Joomla websites.

Import wizard for export to Joomla/Drupal? Do you mean an export wizard?
WordPress exports to XML as a standardized format. Importers to Joomla or Drupal should be made to work from Joomla or Drupal, importing from WordPress XML (WXR). Can't expect WordPress to maintain export to other applications. If it's from WordPress it's definitely plugin material.

Importing *from* Drupal and Joomla? It'd make a fine plugin. I don't think anyone has made a real attempt at a generic importer because Joomla and Drupal sites are often little snowflakes. It's tough to write a generic importer for that. Do they even have a standard export format?
