Impossible to join the notify list on wordpress.org

Problem:

It is impossible to join the notify list linked to from almost every page on wordpress.org.

To reproduce:

Go to ​http://wordpress.org/list/ and enter a username (optional) and email (compulsory).

Expected results:

Receive a confirmation email.

Actual results:

No email received ever, regardless of whether you specify a username or not. No release announcements received ever.

Workaround:

Subscribe to RSS feed feed://wordpress.org/development/feed/ instead.

Discussion:

This problem with the notify list has existed for months (years even?). I have tried various times over to suscribe the list and have never once received a confirmation email from wordpress.org. I have never received a release announcement. Given that WordPress is a publicly-deployed piece of software with a track record of security holes, it is very important to receive notification of new releases. I am hoping that this can be fixed soon as it is not very professional and it reflects badly on WordPress and the WordPress website.

We don't use the list much, but the subscription part works.
