Manage Themes: Themes thumbail are broken on firefox when offline

Description

On Manage Themes page thumbnails are not aligned on Mozilla Firefox, only when there is fallback font instead of Google font (i.e. when you're browsing offline).

It is because of active theme have a string with font weight 600 which is effecting the overall height of the container.
I found this issue has been fixed in trunk with the fixed height of 18px, but instead of fixed height we can have vertical alignment.

Well, themes.css.patch works too, but it also changes the baseline by 1px: 27803.baseline.png.

I think [28104] is a more straightforward and future-proof solution here.
