Hello there.

When auto-updating to 3.8.3, files wp-admin/css/farbtastic-rtl.css and wp-admin/css/install-rtl.css are missing. They disappeared in all of my auto-upgraded sites.

The same thing happens when you upgrade manually (using the upgrade button in WordPress). The files exist in the 3.8.3 version of wordpress.org and es.wordpress.org (my locale version), but they are not copied into the directory.

I saw #27775, but thought that it was a already active for 3.8.3 and that those two files were missing.
