Move #sidemenu CSS into deprecated-media.css

Description

We should move #sidemenu CSS into deprecated-media.css, since media-upload.php appears to be the only place remaining using that ID and markup. We can also probably delete some selectors like #sidemenu li a span.update-plugins with a little investigative study.

@voldemortensen: I've got a commit ready to go, but for future reference, the other selectors in your patch needed to stay put and there were some more instances of #sidemenu :)
