Update 'theme_page_templates' filter hook to enable addition of page templates.

Description

The 'theme_page_templates' filter introduced in version 3.9 does not allow templates to be added. Is it intended that at some point it will allow this functionality?

theme_page_templates filter was specifically introduced for removing and renaming page templates, see #27334.
