Dashicons not rendered in admin menus of wp-admin/user area

Reported by: imath Owned by: nacin
Milestone: 3.9.1 Priority: lowest
Severity: trivial Version: 3.9
Component: Administration Keywords: has-patch commit fixed-major
Focuses: administration, multisite Cc:

Description

In a multisite config, if i have a user with no roles on any blog, this user will access his profile in /wp-admin/user/profile.php for instance.

In this area (wp-admin/user/), since version 3.9, the dashicons for the dashboard and profile menus are not displayed.

I suggest the diff attached to this ticket.
