New super admins cannot access older/present sites

Description
New super-admins are not granted administrated privileges to existing/older sites, but only gain access to newer sites created after super admin privileges have been granted.
If a super-admin is granted privileges on day 36, all sites/blogs created afterwards he may access. But for some reason anything prior to his creation/privileges; he does not have administrative privileges.

This isn't how multisite works. A super admin is automatically given access to anything and everything. They don't gain a formal role on a site unless they are manually assigned one.
