Admin Maintenance Mode

I propose the ticket #28336 that an access rule is done so that in addition to the 404 possible in the hierarchy of topics having to configure a friendly output to error 500 generic web servers or even create other dynamic solutions.

In return some plugins repository has been giving the option to maintenance mode, by setting the response status to 503 requisition and looking in the file hierarchy theme 500.php but is taken to index.php
